Modules & Gating
A clinic does not switch on “SmartCMS” as a whole. It subscribes to modules, each a group of SmartCMS services for one national scheme. The modules an organisation subscribes to decide which SmartCMS screens its staff see.
Who can choose modules
Only an admin of the organisation, and only for an organisation whose country is Singapore (SG). Any other country gets no SmartCMS modules at all.
Modules can be chosen in two places:
- When creating the organisation. With the country set to Singapore, the create-organisation wizard shows a Singapore integrations step. It can be skipped with Skip for now.
- Later, in settings. The Singapore integrations card on Organisation Settings, saved with Save integrations.
Either way the choice is what the clinic intends to use. It is not an approval. Each module still needs Synapxe’s approval for each location before anything connects (see Entitlements).
The module picker
Modules are shown as cards grouped under the certification badge they belong to. Each card shows its name, a one-line description, and chips for what the clinic needs before it can connect. Use GP starter selects the typical set for a general practice: CHAS, Medisave (CDMP), National Immunisation Registry and Disease notification.
CHAS Badge
| Module | What it is for | Needs |
|---|---|---|
CHAS and MOH subsidy claims (CHAS) | Verify CHAS cards at check-in and submit CHAS, PHPC, vaccination and screening subsidy claims. | HE code per location, CHAS accreditation |
Medisave (CDMP) claims (CDMP) | Check Medisave balances, capture consent and submit Chronic Disease Management Programme claims. | HE code and Hospital Code per location, CDMP accreditation |
Screen for Life (SFL) | Check screening eligibility and claim Screen for Life screenings. | HE code per location |
National Immunisation Registry (NIR) | Notify the National Immunisation Registry of every vaccination given. | HE code per location, SDD vaccine codes |
Disease notification (DEROM) | Notify MOH of notifiable diseases, confirmed by the diagnosing doctor. | HE code per location, practitioner MCR numbers |
Chronic disease indicators (CIDC) | Report chronic disease clinical indicators prepared from chronic visits. | HE code per location, coded chronic diagnoses |
Referral contribution to NEHR (NEHR_REFERRAL) | Contribute referral letters to the National Electronic Health Record, as the CHAS Badge requires. | HE code per location, NEHR onboarding |
Medical alerts and allergies (CMIS) · Planned | Share and look up drug allergies and medical alerts with the national system. | CMIS codeset, clinician-recorded allergies |
Migrant Worker Health Badge
| Module | What it is for | Needs |
|---|---|---|
Migrant worker health reporting (MOM) (MW_HEALTH) | Report consultations for migrant workers under MOM’s primary care scheme. | HE code per location, MOM organisation code |
Healthier SG bundle
| Module | What it is for | Needs |
|---|---|---|
Healthier SG (HSG_BUNDLE) · Planned | Enrolment, health plans, care reports and referrals for Healthier SG. | CHAS Badge certified first |
A Planned module can be selected, so the clinic’s onboarding record with Synapxe is complete, but it adds no screens yet.
What the modules unlock
A Singapore organisation with at least one matching module gets a SmartCMS group in the sidebar:
| Screen | Route | Shown when the organisation subscribes to | Roles |
|---|---|---|---|
| Claims: “Subsidy and Medisave claims” | /claims | CHAS, CDMP or SFL | admin, receptionist, doctor |
| Reports: “National registry notifications and reports” | /reports | NIR, DEROM, CIDC, MW_HEALTH or NEHR_REFERRAL | admin and doctor; a nurse sees the NIR section only |
See Claims Workflow and Reports. Each section of Reports shows only for its own module and roles.
Modules also add panels to screens staff already use, such as CHAS verification at check-in, the Diagnoses (ICD-10-AM) card, and the claim panels on Generate invoice. See The screens.
How gating is enforced
- Sidebar. A SmartCMS item shows only when the organisation is in Singapore, subscribes to a matching module, and the user’s role is allowed.
superuserdoes not bypass the module check. - Pages. Opening
/claimsor/reportsoutside Singapore answers not found. In a Singapore organisation without the module, the page says “You are not allowed to access this page” and “This feature is not enabled for your organisation. Ask an organisation admin to turn on the matching SmartCMS module in the organisation settings.” The module is checked before the role. - API. SmartCMS endpoints refuse (403) any organisation outside Singapore or without the module, whatever the page decided.
Changing modules or country
- Removing a module hides its screens once no other subscribed module needs them. Anything already recorded for that module is kept.
- Changing the country away from Singapore is blocked while any module is subscribed. The settings page says “Clear the SmartCMS modules under Integrations before changing the country”, and the API refuses the change with the same message.
- Modules on a non-Singapore organisation are refused outright: “SmartCMS modules are only available for organisations in Singapore.”
Entitlements: per-location approval
Subscribing to a module is the clinic’s choice. Entitlement is Synapxe’s approval. Medbot keeps one entitlement per clinic location and service group, each set to Off, UAT or Production.
- When a module is subscribed, Medbot creates Off entitlements for every location automatically. Dropping a module turns its entitlements back Off and deletes nothing.
- An admin switches a location on, once Synapxe approves it, on the SmartCMS settings page, with Synapxe’s approval reference.
- Before any SmartCMS call, Medbot checks that the location belongs to the organisation, the organisation is in Singapore and subscribes to the group, the location’s entitlement is on for the environment Medbot is running in, and the location has an HE code. If any check fails, nothing is sent. Claims for a switched-off location wait in the queue.
Agent policy
An organisation also has a SmartCMS agent policy: Off, Prepare only or Auto-submit. It decides whether AI agents may only prepare claims for staff to submit, or submit routine claims too. A policy other than Off needs the CHAS or CDMP module, and it defaults to Off. An admin sets it, and any per-location override, on the SmartCMS settings page. See Claims Agent.
